at 80% utilisation
The United States has 1,737,820 secretaries and administrative assistants in the OEWS employee survey and a median wage of $46,290. This page works through what that means for an independent contractor: the pay spread, the rate you need to quote to come out ahead of payroll, and the tax and classification rules that apply.
Every figure is from the Bureau of Labor Statistics' Occupational Employment and Wage Statistics programme (May 2024) or the Census Bureau's 2024 population estimates. Where BLS suppressed a number for this market, the sentence that would have used it is simply absent — nothing here is filled in with an estimate unless it is labelled as one.
undefined by the numbers
BLS counts 1,737,820 secretaries and administrative assistants across undefined. That figure counts every employment arrangement, W-2 and 1099 alike — BLS does not split the two. Applying 1099WORK's estimate that roughly 45% of secretaries and administrative assistants work on a 1099 basis puts the independent share near 782,019 people. Treat that as an order of magnitude, not a census.
this market reads as a representative market: no unusual concentration, no pay premium, no unusual scarcity.
What secretaries and administrative assistants earn
BLS puts median annual pay at $46,290. That works out to $22.26 an hour at a standard 2,080-hour year. That is in line with the national median of $46,290.
The spread matters more than the midpoint for anyone working 1099. The gap between the 10th and 90th percentile is $32,550, which is the range your negotiating position, client mix and specialisation actually move you across. Top-decile earners clear $64,150, against $31,600 at the bottom decile. These are W-2 and 1099 earnings combined, before any contractor adjusts for self-employment tax and unfunded benefits — which is what the next section is for.
| Percentile | Annual | Hourly |
|---|---|---|
| 10th percentile | $31,600 | $15.19 |
| Median | $46,290 | $22.26 |
| Mean | $47,640 | $22.90 |
| 90th percentile | $64,150 | $30.84 |
Setting your 1099 rate
A 1099 contract that pays the same headline number as a W-2 job is a pay cut. You pick up the employer's half of payroll tax, you stop being paid for holidays and time off, and health cover and retirement come out of your own revenue. Matching a $46,290 salary therefore takes about $61,744 in contractor gross — a multiplier of 1.33×.
Spread across a full 2,080-hour year that is $29.68 an hour. Nobody bills 2,080 hours: at a more realistic 80% utilisation, with the rest going to admin, invoicing and finding the next contract, the number you should quote is closer to $37.11.
The 1.33× multiplier assumes:
- 7.07% for the employer half of FICA, which self-employment tax shifts onto you
- 20 unpaid days a year — roughly ten holidays plus two weeks off
- 15% for health coverage and retirement you now fund yourself
- excludes business insurance, mileage, accounting fees and unbilled time
What to quote, by experience level
The percentile spread above is more useful as a rate card than as a statistic. Each row below takes a point in the local wage distribution and applies the same 1.33× contractor multiplier, then divides across a realistic 80% billable year. Treat the middle row as your default and the bottom row as a floor you do not go under — not as a starting offer.
| Position in the local market | Annual equivalent | Hourly at 80% utilisation |
|---|---|---|
| Entering the market (10th percentile) | $42,150 | $25.33 |
| Established (median) | $61,744 | $37.11 |
| Specialised (90th percentile) | $85,566 | $51.42 |

Tax: what changes when you go 1099
Self-employment tax is 15.3% — 12.4% for Social Security and 2.9% for Medicare — charged on 92.35% of net profit rather than on gross receipts. The Social Security half stops at the 2026 wage base of $184,500; Medicare has no ceiling. Half of what you pay is deductible against income tax, which softens the headline rate.
At the national median of $46,290 in net profit, self-employment tax alone runs about $1,635 a quarter. Income tax sits on top of that and depends on your filing status and deductions, so no page can quote it for you. The IRS wants estimated payments four times a year — mid-April, mid-June, mid-September and mid-January — and charges an underpayment penalty when you miss them, even if you settle up in full at filing.
Deductible for most independent contractors:
- Mileage at the current IRS standard rate, or actual vehicle costs
- A home office used regularly and exclusively for the business
- Health insurance premiums, via the self-employed health insurance deduction
- Tools, equipment, software subscriptions and professional licences
- Continuing education and certification tied to your existing trade
- Industry-specific costs — for secretaries and administrative assistants, that usually means the equipment and licensing the work requires
1099 or employee: who decides
Calling an engagement 1099 does not make it 1099. The IRS looks at behavioural control, financial control and the nature of the relationship — who sets the hours, who supplies the tools, who carries the risk of loss, and whether the arrangement looks permanent. For secretaries and administrative assistants the usual flashpoints are set schedules, employer-supplied equipment and exclusivity clauses.
Several states apply an ABC test that is materially stricter than the federal one, and can reach a different answer on the same facts. Misclassification is assessed against the hiring party, not the worker, but it disrupts both sides — back taxes, penalties and reclassified benefits. Neither 1099WORK nor this page is a substitute for advice from a CPA or an employment lawyer who knows your facts.
Other names for this work
The same work goes by several names, and they all describe BLS occupation 43-6014: "1099 virtual assistant" and "1099 virtual assistant jobs". They are one market, so this page covers all of them rather than splitting the same data across near-identical pages.
What 1099WORK does
1099WORK is a marketplace built specifically for 1099 engagements rather than a general job board with a contract filter bolted on. Companies post opportunities, secretaries and administrative assistants build a verified profile once, and both sides handle agreements, onboarding and payment in the same place. Coverage is nationwide.
1099WORK launched as 1099REPS, serving independent 1099 medical sales reps, and that vertical is still the deepest part of the network. The platform now covers the wider 1099 economy — trades, healthcare, transportation, technology, professional services — under the 1099WORK name, and 1099REPS links continue to resolve here.
Frequently asked questions
What hourly rate should a 1099 virtual assistant charge?
About $37.11 an hour at 80% utilisation, derived from the $46,290 local median. That builds in the employer half of payroll tax, twenty unpaid days a year and a 15% allowance for self-funded health cover and retirement. It excludes business insurance, mileage and unbilled sales time.
How much does a 1099 virtual assistant make?
The median virtual assistant earns $46,290 a year according to BLS OEWS data for May 2024, covering W-2 and 1099 workers together. The top decile clears $64,150. Working 1099, you would need roughly $61,744 in gross billings to match that median after self-employment tax and unfunded benefits.
Is 1099 work better than a W-2 job?
It depends entirely on rate and stability. 1099 wins on control, deductibility and upside; W-2 wins on predictability, benefits and unemployment cover. As a rule of thumb, a 1099 engagement needs to pay about 1.33× the equivalent salary before it is genuinely better money.
Do I need an LLC to work 1099?
No. A sole proprietor can accept 1099 work under their own name and Social Security number, and many contractors start that way. An LLC adds liability separation and lets you elect S-corp taxation once profit is high enough for the payroll-tax saving to beat the extra filing cost.
How often do 1099 contractors pay taxes?
Quarterly. The IRS expects estimated payments in mid-April, mid-June, mid-September and mid-January, and charges an underpayment penalty for missing them even if you pay in full at filing.
How many secretaries and administrative assistants work?
BLS counts 1,737,820 secretaries and administrative assistants. 1099WORK estimates roughly 782,019 of them work on a 1099 basis, though BLS does not publish that split.
